摘　　要：The Horn of Africa,situated in the northeastern part of Africa and on the southern coast of the Gulf of Aden,faces the Arabian Peninsula across the Red Sea.Since the end of 2023,the insecure situation in the Red Sea waters near Yemen has once again exposed the vulnerability of security governance in the Horn of Africa.For a long time,the region has been mired in security predicaments.As the mainstay of security governance,global and regional organizations such as the United Nations,the African Union(AU),and the Intergovernmental Authority on Development(IGAD)have focused on peacekeeping operations.Some countries outside the region directly engage in military interventions,emphasizing“fighting violence with violence,”which further exacerbates regional instability.For the countries in the Horn of Africa,the direct impact of the Red Sea crisis on regional socio-economic development highlights the significant inadequacies in existing security governance measures.
