摘　　要：通过分析企业HSE管理体系审核问题,摸清当前体系运行现状,找出体系运行存在的缺陷,再采用事故致因理论结合事故树分析的方法,以体系运行缺陷为顶事件构建事故树,找出不同缺陷存在的原因,明确缺陷主要影响因素,最后从职责界面、制度建设、能力评估与培训、资源提供及严格检查和考核5个方面,提出企业HSE管理体系运行缺陷对策措施,以此提升企业安全管理水平。By analyzing the audit issues of the enterprise's HSE management system,this study clarifies the current status of the system's operation,identifies five deficiencies in the system's operation,and then uses accident causation theory combined with fault tree analysis methods.With the system operation deficiencies as the top events,fault trees are constructed to identify the causes of different deficiencies and clarify the main influencing factors of the deficiencies.Finally,countermeasures for the operational deficiencies of the enterprise's HSE management system are proposed from five aspects:responsibility interface,system construction,capability assessment and training,resource provision,and strict inspection and assessment.These measures aim to enhance the enterprise's safety management level.
