A Policy Study on Franchising Institution of the Wetland with International Importance

摘　　要：为推进全民所有湿地资源资产所有权委托代理机制试点工作,建立国际重要湿地特许经营制度。文中以上海崇明东滩、山东黄河三角洲、腾冲北海湿地开展专题调研,分析我国国际重要湿地在开展特许经营工作中存在权责不清、准入机制不完善、经营内容模糊不清、合同机制不完善、收益分配机制不健全、缺乏有效监管和公众参与度较低的问题。提出明确各方权责、建立准入机制、明晰经营内容、强化合同管理、科学分配收益、加强监管、引导公众参与等政策建议,有效缓解乃至解决湿地资源保护与利用之间的矛盾,实现国际重要湿地的可持续发展。In order to promote the pilot of agency mechanism of state-owned wetland resource assets,this paper has taken an extensive investigation on three typical wetlands such as the Eastern Beach of Chong-ming Island in Shanghai,Yellow River Delta in Shandong,Beihai Wetland in Tengchong,we concluded that there are seven problems during the implementation of franchising of International Importance Wetland in China,such as unclear rights and responsibilities,inadequate access mechanism,unclear operation content,incomplete contract mechanism,inadequate profit distribution mechanism,lack of effective supervision,low public participation.We put forward the effective policy suggestions,such as define rights and responsibilities,set up access mechanism,define operation content,intensifying contract management,distribute profit reasonable,strengthen supervision,guide public participation,which can effectively alleviate and even solve the contradiction between wetland resource protection and utilization,and promote the development of franchising institution of Internationally Important Wetland in China.
