基于层次分析法的山西工业用水定额评估

摘  要:用水定额管理是《中华人民共和国水法》规定的水资源管理的一项基本制度,反映了一个地区或用水户的用水水平、节水水平,也是考核节水成效的重要指标。开展用水定额评估,可以及时发现用水定额存在的问题,并适时开展修订,保证其先进性、合理性和实用性。用水定额评估一般采用水利部《用水定额评估技术要求》中提到的“四性”评估法,该方法多为定性分析,难以给出定量结论。以山西省工业用水定额为例,采用层次分析法,对评估指标进行定量分析,确定山西省工业用水定额综合刻度值为0.84,评估等级为较好。Water quota management is a basic system of water resource management stipulated in the Water Law,which reflects the water consumption level and water saving level of a region or water user,and is also an important index to assess the effectiveness of water saving.Carrying out water quota assessment can find out the existing problems of water quota in time,and carry out timely revision to ensure its advanced nature,rationality and practicability.The evaluation of water quota generally adopts the"four characteristics"evaluation method mentioned in the Technical Requirements of Water Quota Evaluation of the Ministry of Water Resources,which is mostly qualitative analysis and difficult to give quantitative conclusions.In this paper,the analytic hierarchy process is adopted,taking Shanxi Province industrial water quota as an example,the evaluation index is quantitatively analyzed,and the comprehensive scale value of Shanxi Province industrial water quota is 0.84,the evaluation grade is good.
