摘 要:国家“十四五”规划纲要提出,要构建智慧水利体系,特别强调以流域为单位,增强水情测报和智能调度的能力。此外,国家“十四五”新型基础设施建设规划明确要求推动大江大河及湖泊的数字孪生技术、智慧化模拟以及智能业务应用的建设。这一系列举措旨在通过科技创新,提升水资源管理的效率和科学性,实现水利系统的智能化发展。通过数字孪生和智能模拟,管理者可以实时监测水情变化,优化资源配置,从而有效应对水利管理中的复杂挑战,推动可持续发展目标的实现。基于此,本文围绕嫩江流域的水系构成与数字化防洪建设展开,旨在提升流域水灾害防御的精准化。以期进一步提升嫩江流域的数字化防洪能力,确保为流域水利的高质量发展奠定坚实基础。The national"14th Five Year Plan"outline proposes to build a smart water conservancy system,with special emphasis on enhancing the ability of water situation monitoring and intelligent scheduling on a basin by basin basis.In addition,the national"14th Five Year Plan"for the construction of new infrastructure clearly requires the promotion of digital twin technology,intelligent simulation,and intelligent business applications for major rivers and lakes.This series of measures aims to improve the efficiency and scientificity of water resource management through technological innovation,and achieve the intelligent development of the water conservancy system.Through digital twins and intelligent simulations,managers can monitor changes in water conditions in real time,optimize resource allocation,effectively address complex challenges in water management,and promote the achievement of sustainable development goals.Based on this,this article focuses on the water system composition and digital flood control construction of the Nenjiang River Basin,aiming to enhance the precision of water disaster prevention in the basin.In order to further enhance the digital flood control capability of the Nenjiang River Basin and ensure a solid foundation for the high-quality development of water conservancy in the basin.
