新质生产力助力民营经济高质量发展的内在逻辑和策略选择

摘　　要：民营经济以其体量大、领域广、创新活力强等特性,成为新质生产力孕育的沃土及受益者。新质生产力助力民营经济高质量发展的内在逻辑在于:在生产力三要素的优化组合与跃升过程中,民营经济因其市场敏锐性、运营灵活性、主动适应性成为劳动者的新质提升、劳动资料的智能化变革、劳动对象的拓展和深度开发的主力军和承载者。民营企业通过技术革命性突破、生产要素创新性配置、产业深度转型升级,推动生产力质的飞跃,促进生产关系发生质的变化。未来要有效破除制约民营企业形成新质生产力的各类痛点,不断提升顶层设计的科学性,从宏观经济体制、中观产业体系和微观组织模式上全方位改进,加快改革步伐,构建支持全面创新的体制机制,打造公平竞争的营商环境,因地制宜引导民营经济布局战略性新兴产业和未来产业,加快产业发展方式绿色转型,促进数字智能化转型发展,畅通产学研各环节,支持民营企业关键核心技术攻关,鼓励民营企业综合管理创新。The private economy,with its large scale,wide range of fields,and strong innovation vitality,has become a fertile ground and beneficiary for the breeding of new quality productive forces.The inherent logic of the new quality productive forces assisting the high-quality development of the private economy lies in the optimization combination and leap process of the three elements of productivity.The private economy,due to its market sensitivity,operational flexibility,and active adaptability,has become the main force and carrier of the new quality improvement of workers,the intelligent transformation of labor materials,the expansion and deep development of labor objects.Private enterprises promote a qualitative leap in productivity and a qualitative change in production relations through technological revolutionary breakthroughs,innovative allocation of production factors,and deep industrial transformation and upgrading.In the future,we need to effectively eliminate various pain points that restrict the formation of new quality productive forces in private enterprises,continuously improve the scientificity of top-level design,comprehensively improve macroeconomic system,meso industrial systems,and micro organizational models,accelerate the pace of reform,build a system mechanism that supports comprehensive innovation,create a fair competition business environment,guide private economy layout in strategic emerging industries and future industries according to local conditions,accelerate the green transformation of industrial development mode,promote digital intelligence transformation and development,smooth the links between industry,academia,and research,support private enterprises in key core technology research,and encourage private enterprises to innovate comprehensive management.
