摘　　要：质量管理对测绘地理信息工作具有重要意义。创新质量管理理念和质量控制方法,对做好测绘质量管理工作尤其重要。本研究从定量化、前置化工作角度出发,基于全面质量管理和计划-执行-检查-处理(PDCA)循环管理方法,聚焦“人”这一影响测绘质量的主要问题因素,提出利用层次分析法构建人员综合能力评价模型;利用先验知识和贝叶斯估计方法,通过多轮测绘成果质量检验,建立人员综合能力与测绘质量的推断关系及针对性的质量改进措施,从而构建质量预估模型和质量风险预警模型。通过基于数理分析方法的质量问题定性定量化诊断+风险预警前置化+持续性改进措施,形成一套测绘动态质量控制方法。从实验结果来看,该方法具有较高的推广应用价值。Quality management is of great significance to the work of surveying and mapping geographic information.Innovative quality management concepts and quality control methods are particularly important for doing a good job in surveying and mapping quality management.This paper started from the perspective of quantitative and proactive work and utilized the concepts of comprehensive quality management and plan,do,check,action(PDCA)cycle management method.The paper focused on the main problem factor of“people”that affected surveying and mapping quality and proposed to use the analytic hierarchy process method to construct a comprehensive personnel ability evaluation model.The paper used prior knowledge and Bayesian estimation method to establish the inference relationship between comprehensive personnel ability and surveying and mapping quality and develop targeted quality improvement measures through multiple rounds of quality inspection of surveying and mapping results.As a result,a quality estimation model and a quality risk warning model were constructed.A dynamic quality control method for surveying and mapping was formed through qualitative and quantitative diagnosis of quality problems based on mathematical analysis methods,pre-warning of risks,and continuous improvement measures.According to the experimental results,this method has high promotion and application value.
