中国省级政府“十四五”时期高等教育注意力配置与优化

摘  要:省级政府是高等教育建设的关键主体,省级政府对高等教育的建设取决于省级政府的注意力配置。以中国省级政府出台的《“十四五”教育事业发展规划》为研究对象,构建“建设目标-建设任务-保障实施”等三维分析框架,应用文本分析方法,探究省级政府高等教育的注意力配置情况。研究表明:总体上省级政府高等教育注意力配置程度较高且指向不同环节和方向,省级政府高等教育建设目标关注程度不同且目标不够明晰,省级政府高等教育建设任务覆盖较全面但支持力度存在差异,省级政府高等教育建设侧重党的全面领导而对其他措施的重视有待加强,最后提出四个方面优化对策。Provincial governments play a pivotal role in the development of higher education,with the progress of higher education construction contingent upon their allocation of attention.This study examines the‘14th Five-Year Education Development Plan'promulgated by provincial governments in China as the research subject and employs a three-dimensional analytical framework encom-passing'construction goals,'construction tasks,'and'guarante of implementation.'Text analysis methods are utilized to investi-gate the provincial governments'attention llocation towards higher education.Studies indicate that provincial governments allocate var-ying degrees of attention to different aspects and directions within higher education.The construction targets of provincial higher educa-tion are not clearly defined,and there is a need for greater clarity in their objectives.While the tasks associated with higher education construction are extensive,there are disparities in support.The focus on the overall leadership of the party in higher education con-struction is emphasized,but there is a need to enhance attention to other measures.Ultimately,four optimization recommendations are proposed.
