摘　　要：习近平总书记关于治水的重要论述,以“节水优先、空间均衡、系统治理、两手发力”治水思路为核心,形成了科学严谨、逻辑严密、系统完备的理论体系,为新时代治水指明了方向、提供了根本遵循。随着我国经济社会不断发展,水资源短缺、水生态损害、水环境污染等新问题越来越突出、越来越紧迫,保障国家水安全比过去任何时候都需要科学技术提供解决方案,只有大力加快水利科技创新步伐,才能为水利发展质量变革、效率变革、动力变革提供更强大牵引力和驱动力。文章结合学习贯彻落实习近平总书记关于治水和科技创新的重要论述精神,分析水利战略科技力量在水利科技创新体系中的特殊重要地位,阐述习近平总书记关于治水的重要论述为强化水利战略科技力量提供了根本遵循和重要指引,并就扎实推进水利战略科技力量建设提出建议。General Secretary Xi Jinping's important discourse on water governance,with the core principles of“prioritizing water conservation,balancing spatial distribution,taking systematic approaches,and promoting government-market synergy”,has formed a scientifically strict,logically rigorous,and systematically complete theoretical system,pointing out the direction and providing fundamental guidance for water management in the new era.With the continuous development of China's economy and society,new problems such as water scarcity,water ecological damage,and water environmental pollution are becoming increasingly prominent and urgent.Ensuring national water security requires scientific and technological solutions more than ever before.Only by vigorously accelerating the pace of water conservancy technology innovation can we provide stronger traction and driving force for the quality,efficiency,and power transformation of water conservancy development.This article combines the study and implementation of General Secretary Xi Jinping's important discourse on water governance and technological innovation,analyzes the special and important position of water conservancy strategic scientific and technological forces in the water conservancy scientific and technological innovation system,and elaborates on Xi's important discourse on water governance,which provides fundamental and important guidance for strengthening water conservancy strategic scientific and technological forces.It also puts forward suggestions for solidly promoting the construction of water conservancy strategic scientific and technological forces.
