摘　　要：党的二十届三中全会明确要求落实水资源刚性约束制度。基于党的二十届三中全会的目标任务要求和安排部署,文章分析了新时代新征程加强水资源管理需要把握的方向、重点和路径,以制度建设为主线,梳理了落实水资源刚性约束制度的10个方面重点任务,明确了需要遵循的原则要求。The Third Plenary Session of the 20th CPC Central Committee clearly required the implementation of the rigid constraint system of water resources.Based on the objectives,tasks,requirements and arrangements of the Third Plenary Session of the 20th CPC Central Committee,this article analyzes the direction,focus and path to strengthen water resources management in the new era and new journey,takes system construction as the main line,specifies 10 key tasks to implement the rigid constraint system of water resources,and clarifies the principles and requirements to be followed.
