摘　　要：河湖管理范围划定为开展河湖空间管控奠定了基础,有利于实现对河湖资源的可持续利用。为进一步提升河湖管理范围划定工作成效,文章以广东省为例,系统梳理了广东省河湖管理范围划定工作开展以来的成效和经验,归纳总结在划定成果更新、划定范围合理性、划定成果共享机制及界桩布设合理性等方面存在的问题,同时提出相应的发展对策。研究结果表明,广东省河湖管理范围划定工作需尽快建立成果动态调整更新机制,明确划界调整的负面清单,完善无堤防河道管理范围划定的技术标准,加强部门之间河湖划界成果数据共享和运用,查漏补缺并整改不合理界桩。文章研究成果能够为强化广东省以及推动其他地区河湖管理范围划定工作提供参考,有助于提升河湖空间管理水平,保障经济社会高质量发展。The delineation of river and lake management constitutes a fundamental aspect of spatial governance frameworks,critical for ensuring the sustainable management and utilization of river and lake resources.In order to further improve the effectiveness of the delineation of river and lake management scope,this article takes Guangdong Province as a case study to systematically review the achievements and experiences of the delineation of river and lake management scope in Guangdong Province.It summarizes the problems in updating the delineation results,rationalizing the delineation scope,establishing a mechanism for sharing the delineation results,and rationalizing the layout of boundary markers.At the same time,corresponding development strategies are proposed.The research results indicate that the delineation of river and lake management scope in Guangdong Province needs to establish a dynamic adjustment and update mechanism as soon as possible,clarify the negative list of boundary adjustments,improve the technical standards for delineating the management scope of leverless rivers,strengthen the sharing and application of river and lake boundary data among departments,identify and rectify unreasonable boundary markers.The results can provide reference for strengthening the delineation of river and lake management scope in Guangdong Province and promoting other regions,which will help improve the level of river and lake spatial management and ensure high-quality economic and social development.
