摘　　要：农业强国是社会主义现代化强国的根基,农业安全是国家安全的底线。剖析农业强国目标下中国农业的安全态势,以应对农业产业风险。农业安全是一个以自然资源为基础、生态环境为可持续性保障、产出规模为数量保障、基础设施为生产支撑、科技创新为质量保障、贸易竞争为国际能力组成的逻辑体系。在此基础上,构建包括6个一级指标和19个二级指标的中国农业安全评价指标体系,并运用熵权TOPSIS法对2005—2021年中国农业整体安全态势以及6个核心指标的安全状态进行测算评估。评价结果显示:中国农业安全呈现先波动下降、后缓慢上升的态势,其中,自然资源和生态环境安全状态呈现“V”形变化态势且对农业安全的影响较大,产出规模安全状态提升缓慢,农业基础设施和国际贸易竞争力对农业安全的作用正在逐渐减弱,科技创新对农业安全的作用有待进一步发挥。要进一步推进农业绿色发展,稳固农业基础设施建设的根基,打造农业科技新引擎,推动农业供给侧改革,以实现维护农业安全的目标。A powerful agricultural country is the foundation of a strong modern socialist country,and the agricultural se-curity is the bottom line of national security.In order to cope with risks in the agricultural industry,an analysis was made on the security situation of Chinese agriculture under the goal of building a powerful agricultural country.Agricultural se-curity is a logical system composed of natural resources as the foundation,ecological environment as the sustainability guarantee,output scale as the quantity guarantee,infrastructure as the production support,technological innovation as the quality guarantee,and trade competition as the international capability.On this basis,a Chinese agricultural safety evalu-ation index system consisting of 6 primary indicators and 19 secondary indicators was constructed,and the entropy weight TOPSIS method was used to measure and evaluate the overall safety situation of Chinese agriculture and the safety status of 6 core indicators from 2005 to 2021.The evaluation results show that China's agricultural security presents a trend of fluctuating decline followed by a slow rise.Among them,the security status of natural resources and ecological environ-ment shows a"v"shaped change trend and has a significant impact on agricultural security.The improvement of output scale security status is slow.The role of agricultural infrastructure and international trade competitiveness in agricultural security is gradually weakening,and the role of scientific and technological innovation in agricultural security needs to be further played.It is necessary to further promote the green development of agriculture,consolidate the foundation of agri-cultural infrastructure construction,build a new engine of agricultural science and technology,and promote the reform of agricultural supply side,so as to achieve the goal of maintaining agricultural security.
