摘　　要：决定中国共产党作为当今世界最大的马克思主义政党,既有办大事、建伟业的优势,也面临着众多治国理政的独有难题。以党内法规制度建设破解大党独有难题是一个十分重要的考量,其蕴含着深刻的理论、历史与现实逻辑——既源于对马克思主义制度建党思想的理论自觉,又基于中国共产党党内法规制度建设的百年历程,更是依据加强党的长期执政能力建设的实践需要。以“1+4”为基本框架的党内法规制度体系贯通于破解大党独有难题的具体运行环节,其中党的组织法规制度关乎党的团结统一和权力运行,得以破解大党组织管理难题;党的领导法规制度关乎党的领导水平和精神状态,得以破解大党执政实效难题;党的自身建设法规制度关乎党的建设质量和水平,得以破解大党存续发展难题;党的监督保障法规制度关乎党的肌体健康和内生活力,得以破解大党永葆初心难题。迈入新时代新征程,必须“坚持用改革精神和严的标准管党治党”,进一步加强党内法规制度建设,要推动依规治党与以德治党协同发力、依规治党与依法治国同频共振,持续释放党内法规全过程治理效能,从而不断开辟百年大党自我革命新境界。As the largest Marxist Party in the world today,the Communist Party of China(CPC)not only has the advantages of doing great things and making great achievements,but also faces many unique problems in governance.Tackling the problems unique to a large Party with the construction of inner-Party laws and regulations is a very important issue,which contain profound theoretical,historical,and practical logic.It comes from the theoretical consciousness of the thought of Marxist system construction,the century-long construction of inner-Party regulations,and the practical needs of strengthening long-term governing ability.The construction of inner-Party laws and regulations take“1+4”as the basic framework,which runs through the specific operation links of tackling the problems unique to a large Party.Among them,the CPC’s organizational regulations concern the cohesion and operational dynamics of the Party,which address the managerial challenges faced by large-scale Party organizations.Leadership regulations concern the leadership abilities and psychological orientation,enhancing the governing efficacy of the Party.Self-construction regulations concern the quality and proficiency of the Party’s construction,providing solutions to the issues of Party existence.Supervision regulations concern the health and internal vitality of the Party,solving the problem of keeping the CPC’s original aspiration.In the new journey of the new era,the CPC must“manage the Party with the spirit of reform and strict standards”,and strengthen the construction of inner-Party laws and regulations.It is necessary to promote coordination between“managing the Party with regulations”and“running the Party with virtue”to achieve the same frequency of the governance of the Party by regulations and rule of the country by law,and continue to release the whole process of governance efficiency of inner-Party laws and regulations,so that a new realm of self-revolution in the centenary of the Party can be continuously extended.
