摘　　要：清官文化是传统廉政文化的重要组成部分,体现着中华优秀传统文化的思想精髓与政治智慧。清官文化的内涵要义鲜明,包括清廉节俭的品性修养、清正为民的价值理念、公平正义的司法追求和忠君报国的道德情怀等,其中所蕴含的廉俭思想、民本思想、公平正义思想和忠诚爱国思想具有深刻的理论内涵与鲜明的当代价值。新时代中国共产党运用创新理论对清官文化做出了符合时代发展需求的创造性转化和创新性发展:从廉俭思想到廉洁文化的守正创新;从民本思想到人民至上的理念升华;从信仰清官到信仰法治的司法进阶;从忠君报国到忠诚爱国的精神淬炼。这些发展和创新,深刻彰显了中国共产党治国理政的政治智慧和治理能力。The culture of virtuous officials is an important component of traditional culture of clean governance,reflecting the essence and political wisdom of excellent traditional Chinese culture.The distinctive essence of the culture of virtuous officials includes the core morality of honesty and frugality,the value concept of integrity for the wellbeing of the people,the pursuit of fairness and justice in the judiciary,and the moral sentiment of loyalty to the monarch and serving the country.The ideas of honesty and frugality,people-orientation,fairness and justice,and loyalty and patriotism contained in this have profound theoretical connotations and distinct contemporary values.In the new era,the CPC applies innovative theory to make creative transformation and innovative development of honest and upright official culture in line with the needs of the development of the era mainly manifested in:the inheritance and innovation of integrity from the ideology of honesty and frugality to the culture of integrity;the sublimation of the people-orientation ideology to the concept of people first;the advancement of judicial belief in virtuous officials to the rule of law;the refinement of the spirit of loyalty to the monarch and serving the country to loyalty and patriotism.These developments and innovations profoundly demonstrate the political wisdom and governance ability of the CPC in governing the country.
