陕甘宁边区社会治理的法制实践

摘　　要：土地革命前,陕北地区在军阀和土豪劣绅的残暴统治下,经济处于崩溃边缘,社会面貌落后,民不聊生。由于土地集中在地主豪强手中,沉重的苛捐杂税和高利贷盘剥,导致田地荒芜,农民生活困苦,女性社会地位低下,卖淫嫖娼和盗匪现象泛滥,“二流子”横行乡里,巫医遍地,社会风气污浊,教育落后,医疗和卫生条件极度匮乏。陕甘宁边区政府成立后,中国共产党高度重视社会治理,通过立法手段创新社会治理方式,通过积极的法制建设,边区经济迅速恢复,人民的生活发生极大改变,社会出现前所未有的清风正气。陕甘宁边区成功的社会治理经验对新时代社会治理的启示意义在于,必须依靠法治才能提升社会治理效能,实现人民群众追求美好生活的夙愿。同时,社会治理的法治化,也是中国式现代化的应有之义。Before Agrarian Revolution,warlords along with local tyrants exerted control over Northern Shaanxi areas.The economy was teetering on the brink of collapse,societal development lagged behind,and widespread poverty persisted;land ownership remained concentrated among powerful landlords who imposed heavy taxes on peasants,leading to widespread impoverishment.Women suffered from low social position;prostitution,banditry and opium smoking were widespread;“bullies”and witch doctors ran amok in villages;education was backward;healthcare facilities and sanitation conditions were extremely inadequate.After the establishment of the Shaanxi-Gansu-Ningxia Border Region Government,great emphasis was placed on social governance,and legal system was applied to innovate social governance.Through active legalized social reform,the economy of the Border Region recovered rapidly,the living condition of people was greatly improved,and there was an unprecedented sense of renewal and ethical conduct in society.The successful experience of the Shaanxi-Gansu-Ningxia Border Region reveals the significance of social governance in the new era:only by closely relying on the rule of law can we improve the efficiency of social governance and realize the long-cherished wish of the people to pursue a better life;and the rule of law in social governance is also the due meaning of Chinese modernization.
