摘　　要：知识产权综合管理体制,是指包括知识产权行政管理、行政执法、领导协调机制以及其他知识产权工作机制在内的综合性知识产权管理体制,涉及知识产权创造、运用、保护、管理、服务等各个环节,在知识产权治理体系中具有重要意义。我国至今已经进行了多次知识产权综合管理体制改革,取得了突出的成效,但仍在行政职能有机整合、行政执法体制建设等方面存在问题,并面临着新形势带来的挑战。为更好地激励创新、建设高标准市场体系、推动知识产权高水平对外开放,应当从知识产权行政管理、行政执法、协同治理、公共服务、市场机制、对外开放机制等方面全面深化知识产权综合管理体制改革,为知识产权强国建设提供高效的体制支撑。The comprehensive intellectual property management system encompasses working mechanisms of administration,administrative law enforcement,leader coordination,etc.The system in-volves stages of intellectual property such as creation,application,protection,management,and serv-ices,which are of great significance to the intellectual property governance system.Through several re-forms in the comprehensive management system for intellectual property,China has achieved outstanding results.However,problems remain in the organic integration of administrative functions and the construction of the administrative law enforcement system,as well as challenges brought by new sit-uations.To effectively stimulate innovation,build a high-standard market system,and promote high-level international openness of intellectual property,it is essential to further deepen reforms in areas such as administrative management,administrative law enforcement,coordinated governance,public services,market mechanisms,and the opening-up mechanism,so as to provide efficient institutional support for the construction of an intellectual property power.
