摘　　要：通过对俄罗斯区域图书馆联盟协会的发展沿革、组织管理、资源共建共享情况进行回顾,总结出其在组织管理方面和资源共建共享方面的特点。在此基础上,建议国内全国性、跨系统、跨区域合作平台的搭建应吸纳多元主体参与、实行分级参与制;规范管理体系,建立决策、实施、监督三分管理体系,并充分发挥现有联盟在其中的引领作用;建立可持续发展的资源共建共享模式与服务机制,保障资源共建共享项目的发展性和技术保障性。Through reviewing the development history,organization management and resource co-construc-tion and sharing of the Russian Association of Regional Library Unions,the paper summarizes its characteristics in terms of organization management and resource co-construction and sharing.On this basis,it is suggested that the establishment of the national,cross-system and cross-regional cooperation platform should attract a variety of institu-tions to participate and implement the hierarchical participation system;standardize the management system,establish a three-point management system of decision-making,implementation and supervision,and give full play to the leading role of the existing alliance;establish a sustainable resource co-construction and sharing model as well as service mechanism to ensure the development and technical support of resource co-construction and sharing projects.
