摘　　要：黄河流域生态保护和高质量发展是重大国家战略。自人民治黄以来,历次战胜黄河洪水的历史经验证明,防御黄河洪水,一靠堤防,二靠人防。本文阐述了山东黄河防汛抢险队伍的构成,分析了近年来特别是2021年防御黄河秋汛洪水期间暴露出的防汛抢险队伍建设的问题,提出加强全省黄河防汛抢险队伍建设对策。Ecological protection and high-quality development of the Yellow River Basin is a key national strategy.Since the action for the Yellow River improvement,the historical experience has proved that the prevention of the Yellow River flood relies on people and dikes.This paper describes the composition of the Yellow River flood prevention and rescue team in Shandong Province,analyzes the problems of flood prevention and rescue team construction exposed in recent years,especially in 2021,and puts forward countermeasures to strengthen the construction of the Yellow River flood prevention and rescue team.
