大豆产业链可持续发展的国际经验及启示

摘　　要：大豆产业链的可持续发展是实现中国大豆产业振兴的关键途径,也是中国积极参与全球可持续发展治理的重要实践。本文基于联合国《2030年可持续发展议程》中可持续发展的目标和内涵,从经济、环境、社会三个维度提出了大豆产业链可持续发展的一般框架。根据该框架,本文梳理了美国、巴西及国际粮商构建可持续大豆产业链的主要经验和做法。结果表明,上述国家及企业可持续大豆产业链的建立,以联合国可持续发展目标和理念为基本遵循,展现出了政策规划系统性强、绿色创新引领作用突出、协同治理国际化程度高、出口竞争力提升明显等特征。基于上述发现,本文提出了加强顶层设计、推广绿色技术、优化贸易方式、发展绿色金融和建立追溯体系的启示和政策建议。The sustainable development of the soybean industry chain is a key pathway to revitalizing China’s soybean industry and an important practice for China to actively participate in global sustainable development governance.This paper proposes a general framework for the sustainable development of the soybean industry chain based on the goals and principles of Transforming Our World:The 2030 Agenda for Sustainable Development,considering economic,environmental,and social dimensions.Using this framework,the paper reviews the main practices and experiences of the United States,Brazil,and international grain traders in constructing sustainable soybean industry chains.The results indicate that the establishment of sustainable soybean industry chains in these countries and enterprises follows the United Nations’sustainable development goals and principles as fundamental guidelines,demonstrating characteristics such as strong systematic policy planning,prominent leadership in green innovation,a high degree of international collaborative governance,and significant improvements in export competitiveness.Based on these findings,the paper offers insights and policy recommendations,including strengthening top-level design,promoting green technologies,optimizing trade methods,developing green finance and establishing traceability systems.
