摘　　要：为了改善船舶生产设计委外过程中存在的人员流动频繁和设计水平差异大等诸多问题,从生产设计委外现有形式及承包公司特点出发,剖析设计过程中面临的困难,并围绕设计策划、人员管理、工时管理、计划管理和质量管理等多方面探讨相关改进措施,系统性总结一整套生产设计委外策划建议方案,为船舶委外设计全流程管控提供比较全面指导。研究成果可为未来船舶生产设计委外健康发展提供参考。In order to improve the present situations for frequent personnel flow and large differences in design level in the process of outsourcing for ship production design,based on the form of outsourcing for ship production design and the characteristics of the design companies that undertake outsourcing for ship production design in the market,the difficulties faced in the design process are analyzed,and relevant improvement measures are discussed from various aspects such as design planning,personnel management,working hour management,plan management and quality management.A set of suggestions for outsourcing planning of production design are systematically summarized,which could provide comprehensive guidance for the whole process control of outsourcing for the ship production design.The research results could provide reference for the healthy development of outsourcing for ship production design in the future.
