提升基层社会治理水平和治理能力的实践路径探析——以乌鲁木齐市为例

摘　　要：党的二十大报告在“推进国家安全体系和能力现代化,坚决维护国家安全和社会稳定”部分指出:完善社会治理体系,提升社会治理效能。近年来,乌鲁木齐市基层社会治理水平和治理能力有了一定提升,但仍存在党建引领基层治理的作用发挥不够充分、基层公共服务供给不足、规范化标准化的基层治理机制不够健全、基层治理队伍的素质和能力不高等问题。针对以上问题,要进一步加强党对基层治理的引领,建立良好的基层公共服务供给机制,健全和完善基层社会治理体系,提高基层治理的社会化、法治化、智能化、专业化水平,全面提升乌鲁木齐市基层社会治理水平和治理能力。The Party's 20th National Congress report points out in the part of"Promoting the modernization of the national security system and capacity,resolutely maintaining national security and social stability"that we should improve the so-cial governance system and enhance the effectiveness of social governance.The level and capacity of the primary level so-cial governance in Urumqi have been improved to a certain extent in recent years.However,there are still problems,such as,insufficient role of Party building in guiding grassroots governance,insufficient supply of grass-roots public services,incomplete standardized grass-roots governance mechanism,and poor quality and ability of grass-roots governance teams.In view of the above problems,it is necessary to further strengthen the party's guidance to grass-roots governance,establish a good grass-roots public service supply mechanism,improve and perfect the grass-roots social governance sys-tem,improve the socialization,law-based,intelligent and professional level of grass-roots governance,and comprehensive-ly improve the level and capacity of grass-roots social governance in Urumqi.
