摘　　要：新时代以来中国以高水平对外开放推动中国式现代化进程,创造了举世瞩目的发展奇迹。在全面建设社会主义现代化国家新征程上,总结新时代中国高水平对外开放走过的光辉历程,既能提醒我们时刻不忘改革开放之初心,也能增强新征程上坚定推进高水平对外开放、由贸易大国迈向贸易强国的信心,推动我们沿着党的十八大以来开创的正确道路继续前行。聚焦新时代以来中国高水平对外开放之路,回顾中国对外开放的历程,展示新时代中国高水平对外开放的成效,为新征程上构建更大范围、更宽领域、更深层次的对外开放新格局进行展望。新时代以来,中国加快建设开放型经济新体制,稳步推进制度型开放,着力构建“双循环”新发展格局,倡导人类命运共同体理念,中国开放结构持续优化、开放水平稳步提升,“一带一路”等区域开放战略走深走实,数字贸易、自由贸易区等外贸新业态新模式蓬勃发展。在新征程上,中国将进一步推进更高水平对外开放,在扩大制度型开放、构建新发展格局、建设贸易强国、高质量共建“一带一路”、维护多元稳定的国际经济格局和经贸关系五方面协同发力,为建设开放包容、合作共赢的世界经济体系贡献中国智慧、中国力量。Since the new era,China has promoted the process of Chinese modernization through high-level opening-up and created a world-renowned development miracle.On the new journey of comprehensively building a socialist modernized country,summarizing the glorious history of China’s high-level opening-up in the new era not only reminds us to never forget the original intention of reform and opening-up,but also enhances our confidence in firmly promoting high-level opening-up and moving from a big trade power to a strong trade power on the new journey,and promotes us to continue moving forward along the correct path created since the 18th National Congress of the Communist Party of China.This study focuses on the path of China’s high-level opening-up since the new era,reviews the evolution process of China’s opening-up to the outside world,showcases the construction effectiveness of China’s high-level opening-up in the new era,and looks forward to building the new configuration of opening-up on a larger scale,wider fields and deeper levels on the new journey.Since the new era,China has accelerated the construction of a new open economic system,steadily promoted institutional opening-up,focused on building a new development pattern of“double circulation”,and advocated the concept of a community with a shared future for mankind;and China’s opening-up structure has been continuously optimized,the level of opening-up has been steadily promoted,regional opening-up strategies such as“the Belt and Road Initiative”have been deeply implemented,and the new forms and modes of foreign trade such as digital trade and free trade zones have been flourishing.On the new journey,China will further promote an even higher level of opening-up,make collaborative efforts to expand institutional opening-up,build a new development pattern,build a strong trade power,jointly build the“the Belt and Road”with high quality,maintain a diversified and stable international economic pattern as well as economic and trade relations,and
