寄递渠道毒品犯罪现状与侦防对策研究

摘　　要：寄递渠道毒品犯罪的特点表现为犯罪手段快速升级迭代,涉毒种类繁多,跨区域寄递关系复杂。究其原因主要有交易风险低、监管合力尚未形成、寄递安全监管制度落实不到位等因素。侦防此类犯罪面临寄递渠道情报研判能力不足、涉毒人员反侦查意识强、电子证据审查认定困难、相关法律保障薄弱等困境。对此,侦查寄递渠道毒品犯罪案件应加强整合寄递渠道信息数据、完善电子取证方法、转变侦查思维、创新侦查措施、提高情报分析能力、健全侦查协作机制等。预防此类犯罪则应完善寄递渠道法律体系建设、提高寄递渠道物防技防水平、加强寄递行业规范监管、创建寄递渠道禁毒社会共治格局等。The characteristics of drug crimes committed through postal delivery channels are the rapid upgrading and iteration of criminal methods,a wide variety of drugs,and complex cross-regional delivery relations.The main reasons are low transaction risk,lack of regulatory synergy,and inadequate implementation of the postal safety supervision system.The investigation and prevention of such crimes face difficulties such as insufficient intelligence analysis and judgment capabilities in the postal delivery,strong anti-investigation awareness of drug-related criminals,difficulties in reviewing and identifying electronic evidence,and weak legal protection.In this re-gard,the investigation of drug crimes committed through postal delivery should strengthen the integration of information data of the postal delivery,improve electronic evidence collection methods,change in investigation thinking,innovate investigative measures,improve intelligence analysis capabilities,and improve the investigation cooperation mechanism.To prevent such crimes,the legal system of the postal delivery channel should be improved,the level of physical and technological defense of the postal delivery channel should be raised,the standardized supervision of the postal delivery industry should be strengthened,and a pattern of anti-drug social co-governance in the postal delivery channel should be created.
