摘　　要：既有多层住宅加装电梯已成为全国范围内的显著政策趋势,各地的政策实施路径和实践效果存在较大差别。电梯并非典型的公共物品,也非纯粹的私人物品,而是具有社区俱乐部物品的明显属性,多元力量的合作供给成为有效加梯的内在需要。政府、市场、社会等不同层面主体的共同参与,形成多种合作生产的政策组态路径;聚焦不同政策实施路径所造成的实践效果的差别,有助于识别何种路径更有利于加梯的顺利推进。研究发现,社会力量是实现加装电梯有效供给的必要条件,资金投入与责任主体是充分条件。加装电梯有效供给存在政企核心模式、政府主导模式、社企协调模式和均衡合作模式等4种主要类型和6条组态路径。社区俱乐部物品合作供给的有效路径分析,为理解加装电梯有效路径背后的复杂因果关系提供了理论框架和方法论启示,并为各地城市进一步推动加梯工作提供了政策参考。The installing of elevators to existing multi-story residential buildings has become a significant policy trend nationwide, with substantial differences in policy implementation approaches and outcomes across regions. Elevators are neither typical public goods nor purely private goods;instead, they exhibit clear characteristics of “club goods” within communities, making co-production by multiple stakeholders essential for effective elevator installation. The joint participation of government, market, and society forms various collaborative policy configurations. Focusing on the differences in outcomes caused by different policy implementation paths can help identify which approaches are more conducive to smoothly advancing elevator installations. The research finds that social agencies' participation is a necessary condition for the effective provision of elevators, while funding and responsible entities are sufficient conditions. There are four main types of models for the effective co-production of elevators—government-enterprise core model, government-led model, social-enterprise coordination model, and balanced cooperation model—along with six configuration paths. The co-production of community club goods offers a theoretical framework and methodological insights for understanding the complex causal relationships behind effective elevator installation paths and provides policy references for cities to further advance elevator installation initiatives.
