数字基础设施对地方政府治理能力影响研究

摘　　要：数字基础设施的广泛应用对政府治理效能产生直接的作用效果。本文采用2006—2021年我国30个省级面板数据进行实证检验,从政府、法治、监管、经济、民生五个维度构建地方政府治理能力指标体系,通过熵值法测算其指数,探究数字基础设施对地方政府治理能力的影响,并考察在政府扶持力度、信息化发展水平以及地区带来的异质性影响。结果显示:第一,数字基础设施有助于提升地方政府治理能力;第二,在政府扶持力度较高、当地信息化发展水平较高的地区,数字基础设施对地方政府治理能力的促进作用更强;第三,相较于西部地区,数字基础设施对地方政府治理能力的促进作用在中东部地区更为显著。基于研究结果,提供相应的对策建议,以助我国不断提升地方政府治理效能。The wide application of digital infrastructure has a direct effect on the effectiveness of government governance.This paper uses the panel data of 30 provinces in China from 2006 to 2021 for empirical testing,constructs an index system of local government governance capacity from five dimensions:government,rule of law,regulation,economy,and people's livelihood,and calculates its index through the entropy method,explores the impact of digital infrastructure on local government governance ability,and examines the heterogeneous impact on government support,informatization development level and region.The results show that,firstly,digital infrastructure can help improve the governance capacity of local governments,secondly,in regions with higher government support and higher level of local informatization development,digital infrastructure has a stronger role in promoting local government governance capacity,and thirdly,compared with the western region,digital infrastructure has a more significant role in promoting local government governance capacity in the central and eastern regions.Based on the research results,this paper provides corresponding countermeasures and suggestions to help China continuously improve the efficiency of local government governance.
