摘 要:梳理了美国、日本和欧盟等发达国家及地区大型仪器设备开放共享的经验,并总结特点,厘清高校大型仪器设备开放共享的内在逻辑。通过比较视阈下的深入分析,指出我国高校在推进大型仪器设备共享过程中存在的问题,并有针对性地提出了推进开放共享的优化路径:强化政府引导,统筹规划高校大型仪器设备配置;加强过程管理,完善管理体制;完善人员制度,加强技术人才队伍建设。This study reviews the experiences of developed countries and regions such as the United States,Japan,and the European Union in the open sharing of large-scale instruments and equipment,summarizes their characteristics,and clarifies the inherent logic of open sharing of large-scale instruments and equipment in colleges and universities.Through in-depth analysis from a comparative perspective,it points out the issues existing in the process of promoting the sharing of large-scale instruments and equipment in colleges and universities in our country,and proposes targeted optimization paths to advance open sharing:strengthening government guidance and overall planning for the allocation of large-scale instruments and equipment in colleges and universities;enhancing process management and improving the management system;refining personnel systems and strengthening the construction of technical talent teams.
