摘　　要：淠史杭灌区作为中国三个特大灌区工程之一,其科学性是针对灌区内地形和水源的实际情况,通过合理的灌区总体设计,采取一系列提高骨干渠道水位、增大灌溉供水量的技术措施,来扩大灌溉面积和提高自流灌溉面积占比,以充分发挥灌区的综合利用效益,最终达到人水和谐的理想境界。淠史杭灌区深刻诠释了“科学求实”的精神内涵:人水和谐的价值追求、胸怀全局的总体规划、科学合理的设计论证以及因地制宜的施工方案。究其原因,灌区的科学性离不开党和国家的坚强领导、技术人员的科学态度、上级部门的科学指导和人民群众的伟大创造。As one of the three mega irrigation projects in China,the scientific nature of Pishihang Irrigation District is to expand the irrigated area and increase the ratio of self-flowing irrigated area by adopting a series of technical measures to raise the water level of the backbone canals and increase the amount of water supplied for irrigation through a reasonable overall design of the irrigation district in the light of the actual situation of the topography and water sources in the district in order to give full play to the comprehensive utilization of benefits of the irrigation district and ultimately to achieve the ideal of harmony of people and water.Pishihang Irrigation District profoundly interprets the spiritual connotation of“scientific realism”:the pursuit of the value of harmony between people and water,the overall planning of the overall situation,the scientific and reasonable design demonstration,and the construction of the construction program in accordance with the local conditions.The reason for this is that the scientific nature of the irrigation district is inseparable from the strong leadership of the party and the country,the scientific attitude of the technicians,the scientific guidance of the higher authorities and the great creativity of the people.
