摘 要:生态环境治理的短板和难点在乡村。部分乡村生态环境治理面临着部门各自为政、村级组织弱化、村民参与冷淡、社会力量薄弱、协调机制乏力等困境。构建多元参与的治理共同体是实现治理能力现代化的内在要求。福建省S县“县域一体”生态环境治理模式,是在政府“元引领”下,通过职能重组、放权赋能、流程再造等措施,推动了乡村生态环境治理由“各自为政”向“一体联动”转变的机制创新,为探索构建“人人有责、人人尽责、人人享有”的乡村生态环境治理共同体提供了有益借鉴。The shortcomings and difficulties in ecological environment governance lie in rural areas.Some rural ecological environment governance faces challenges such as lack of coordination among departments,weak vil-lage-level organizations,indifferent participation of villagers,weak social forces,and ineffective coordination mechanisms.Building a governance community with diverse participation is an inherent requirement for achie-ving modernization of governance capacity.The"county-level integrated"ecological environment governance model in S County,Fujian Province,is a mechanism innovation that,under the guidance of the government,pro-motes the transformation of rural ecological environment governance from"separate governance"to"integrated linkage"through measures such as functional restructuring,empowerment,and process reengineering,providing a valuable reference for exploring and constructing a rural ecological environment governance community where"everyone is responsible,everyone contributes,and everyone benefits".
