摘　　要：通过对电力企业法制建设的必要性和应遵循基本原则的探讨 ,提出了加强电力企业法制建设应注意的问题。In the article,the author advances the problems,demands and guaranty measures in strengthening the legal system construction in power enterprises through the discussion on the necessity and the basic principles of the construction.
