摘 要:随着电力能源结构的变化,卖方市场已逐渐被买方市场所代替。需求侧管理作为能量管理的重要技术和手段,对电力运行起到重要作用。因为它是面向用户的负荷管理,各方的协作必不可少,其中用户参与者、发起者(电力公司)和监督者(行政部门)在项目实施中都起着非常重要的作用,其间关系也尤为重要。从经济学的角度来看,三方利益都须兼顾。文中运用经济最优原理逐个分析了三方的成本效益,给出了效益模型并利用计算机仿真模型进行求解,从而得出了电力部门应采取的经济激励措施,使得三方效益最优。Along with the change of energy structure for electric power industry, the seller's market is gradually replaced by buyer's market. As an important technique and measure for energy management the demand side management (DSM)plays a key part in the operation of electricity market. Because DSM is a user oriented load management, the collaborationfrom every side is necessary, among them the user(participator), the electric power company (sponsors) and the supervisor (administrative department) play very important part in the project implementation. Furthermore, the interests of the three parts should be considered. In this paper the respective cost-benefits are analyzed one by one with optimal theory ineconomics, and finally the solution is found through thesimulation by computer model, and the economic incentive is suggested which should be adopted by electric power industry to optimize the benefit of the three parts.
