摘　　要：在确定小城镇人均建设用地指标和建设用地构成比例的基础上,根据小城镇人口发展规模等因素,本着与土地利用总体规划相衔接、节约用地、提高小城镇经济效益、保证小城镇环境和生活质量等原则,合理确定小城镇用地规模,促进小城镇健康发展。Based on the determination of per capita constructive index and structure of land use, the consideration of the population development, the principles of linking up the overall land use planning, economical use of land,promoting small towns?economic benefit, and ensuring small towns?environment quality and living condition. Small towns?land use scale can de determined reasonably and small towns will be promoted to develop healthily.
