摘　　要：本文主要讲述了应急广播系统建设的必要性,深入分析了应急广播系统的三类技术实现手段,并且通过多个方面的分析和比较,让读者能够更加清晰的了解哪种技术实现手段更加适合自己。宁波华数根据自身的特点选择了RDS模式作为首选技术模式并简单描述了技术实现方案,为各省市的广电运营商在建设应急广播系统的前期,提供些许参考。This article mainly tells the story of the necessity of construction of emergency broadcasting system(EBS). It analyzes three technologies of implementation means of EBS to make the reader understand what kind of technology is suitable. According to its own characteristics, Ningbo TV chooses the model of RDS as the preferred technology, and simply describes implementation scheme. It will provide some reference for broadcast operators in provinces and cities..
