摘　　要：当前中国经济正在全面地转型升级,经济发展进入新常态已经成为一种共识,作为宏观调控重要工具的财政政策在不断优化和完善以更好地适应新常态,推进了全面改革的深入和国家治理能力现代化进程。中国财政政策的目标具有不同的层次和内涵,狭义上考虑可持续性,广义上则要充分考虑经济、社会与国际不同领域。Now it has become a consensus that China has entered the new normal and China's economy starts the comprehensive transformation and upgrading.As an important tool of macroeconomic regulation, fi scal policy is optimizing and improving to adapt to the new normal better and to promote the comprehensive reform and the modernization process of national governance capacity. The goal of China's fi scal policy has different levels and connotations. In a narrow sense, it considers fi scal sustainability. In a broad sense, it fully considers different fi elds of economy, society and internation.
