摘　　要：党的十八大把社会保障全民覆盖作为全面建成小康社会的重要目标,要求坚持全覆盖、保基本、多层次、可持续方针,以增强公平性、适应流动性、保证可持续性为重点,全面建成覆盖城乡居民的社会保障体系。党的十八届三中全会进一步提出建立更加公平可持续的社会保障制度的改革目标,标志着我国社会保障制度改革进入一个新的重要时期。因此,要加快推进社会保障领域的制度改革和创新,准确把握新形势新要求,明确改革的基本原则和主要任务,建立和完善多层次的社会保障体系,进一步提高国民风险抵御能力,推进基本公共服务均等化。The eighteenth national congress of CPC put social security comprehensive coverage as an important goal of building a well-off society in an all-round way, asked to persist the guidelines of comprehensive coverage, basic guarantee,multi-level and sustainability and put enhancing the fairness, adapting to the mobility and ensuring the sustainability as the focus, in order to construct the social security system covering the urban and rural residents in an all-round way. Furthermore, the third plenary session of the eighteenth CPC proposed the reforming goal of constructing a more equitable and sustainable social security system, marking China's social security system reform into a new important period. Therefore, we should speed up the reform and innovation in the fi eld of social security, grasp the new situation and new requirements accurately and clear the basic principles and primary tasks of reform to establish and improve the multi-level social security system, which can improve the ability of the national to resist the risk and promote basic public services equally.
