财政转移支付与农民市民化挂钩机制研究

摘　　要：新型城镇化的核心是人的城镇化,关键是农民市民化,财政要保障市民化的农民享受与城镇居民同等的基本公共服务。为此,《中共中央关于全面深化改革若干重大问题的决定》和2013年中央城镇化工作会议都明确提出要"建立财政转移支付同农业转移人口市民化挂钩机制"。基于这种背景,研究建立一个有效的财政转移支付与农民市民化挂钩机制,对促进农民市民化有着至关重要的作用,对贯彻落实城镇化道路的决策部署有着重大的现实意义。The core of the new urbanization is people's urbanization and the key is the farmers' citizenization, and finance should guarantee that the farmers of citizenization enjoy the same public services as the urban residents. To this end, 'Decision of the Central Committee of the Communist Party of China on Some Major Issues Concerning Comprehensively Deepening the Reform'and the central urbanization working conference explicitly proposed to establish the linkage mechanism of the financial transfer payment and the citizenization of rural-urban migrants. Based on this background, the establishment of an effective linkage mechanism of the financial transfer payment and the farmers' citizenization is very important to promote the farmers' citizenization and has a great practical significance for the implementation of the decision to deploy the road of urbanization.
