摘　　要：本文站在一个宏观的高度对现实经济发展和财政运行矛盾进行了深入剖析,直面存在的各类体制机制问题,认真反思了中央和地方关系中存在的问题,对未来破解经济发展困境提出了综合的财政经济改革政策建议。Standing on a macroscopic height,this paper analyzes the contradiction of the eco-nomic development reality and financial operation,faces up to the existing problems of various institutional mechanisms,seriously reflects on the problems existing in the central- local relation-ship,and proposes comprehensive financial and economic reform policy suggestions to solve the dilemma of economic development in the future.
