南海问题与东盟“安全共同体”构建

摘　　要：东盟在2003年第9届峰会召开后拉开了构建"安全共同体"的序幕。经过10多年的努力,东盟在构建"安全共同体"进程中已取得了规范和制度性的丰硕成果,并逐渐重视在实践层面落实这些规范和制度。在"东盟安全共同体"建设进程中,南海问题地位突出,是东盟落实规范塑造和分享、机制建设、海上安全合作等共同体构建举措的重要抓点。然而,这并不意味着东盟对南海问题的参与都有益于"安全共同体"构建。虽然东盟在南海问题上的态度渐趋务实,但东盟在南海问题上的相关原则和认知对南海局势的挑战仍然存在。为了尽量克服这些挑战,中国在以倡导形式提出"双轨政策"后,应在政策落实上推出主导性色彩的具体举措,为中国和东盟共同维护南海地区和平与安全创造和强化有利的地区环境。ASEAN started to build the Security Community after the 9th ASEAN Summit in 2003. ASEAN has made a great progress on the norms and mechanisms during the process of building the Security Community over a decade of efforts,paying more attention to implement those norms and mechanisms now. In this process,the issue of the South China Sea is prominent; it is an important point for ASEAN to put the norms and the mechanisms for building the community into practice. However,thisdoes not mean that the role played by ASEAN on the issue will all be conductive to the construction of the Security Community. Although ASEAN takes an increasing pragmatic attitude toward the issue,the challenges to the issue of the South China Sea because of relevant principles and perception of ASEAN still exist. China should take specific measures to dominate the practice of the 'two-track policy'to deal with those challenges and create and strengthen a favorable regional environment for both China and ASEAN to maintain regional peace and security of the South China Sea.
