论我国食药警察制度的构建

摘　　要：建立食药警察制度,对有效控制食品药品安全犯罪与维护公民权益具有重要意义,但食药警察的身份归属、人员配置和所负职责等问题仍需要思考。借鉴国外食药警察制度,结合我国当前食品药品执法的实践与启示,应从完善机构配置、明确职责权限、优化人员队伍、提升专业化技能、建立协调机构等方面来构建食药警察制度。Construction of police system for food and drug is of great significance for effective control of food and drug safety crimes and maintenance of the rights and interests of citizens. However, reflections need to be made on food and drug police identity, personnel collocation and responsibilities. By drawing lessons from foreign food and drug system and combining China's current practices and revelations of the food and drug law enforcement, efforts should be made to construct police system for food and drug through improvement of institutional configuration, explicit understanding of responsibilities and authorizations, optimization of working staff, enhancement of specialized skills and construction of coordinating institutions.
