摘　　要：政治文明是社会发展到一定历史阶段的必然结果,是经济发展、社会进步的客观要求,是政治领导水平、群众参政议政水平、社会发达水平的衡量标志。其特征是国家的政治、经济、文化和社会等制度健全,法制完备,社会昌明;其前提是人民群众参政议政渠道畅通且参政议政热情高,社会民主氛围浓厚;其内涵包括制度文明、行政文明、政治参与文明、政治决策文明和政治发展文明。Political civilization is an inevitable outcome of social development to a certain level, an objective demand of economic development and social progress, and a measurement of the levels of political leadership, masses participation in government and political affairs and social development. It is characterized by the full establishment of political, economic, cultural and social systems, the complete law system, and social flourishing. Its prerequisite covers the smooth channel of the people's participation in government and political affairs, the high enthusiasm of the people's participation in government and political affairs, and the rich atmosphere of social democracy. Its connotation includes system civilization, administration civilization, political participation civilization, political policy-making civilization and political development civilization.
