摘　　要：党和政府十分重视农民负担问题 ,为农民减负出台了一系列的政策和措施。但由于农民负担的复杂性和多样性 ,在现实工作中对农民负担内涵的理解认识不足 ,农民负担过重的界定不清 ,严重影响了实际减负的成效。本文对农民负担的内涵、负担过重的界定及其成因进行了系统的探讨 ,并提出了实施减负的对策建议。The Party and the government value the burden of peasants and have taken many measures to get rid of them. However, the burden of peasants, complicated and diverse, is not easy to lessen. Thus lessening the burden of peasants is affected greatly. The paper analyzes the connotation and the definition of the burden of peasants, thus putting forward suggestions of lessening them.
