摘　　要：政府权力社会化作为行政改革的一个基本趋向既具有科学管理的价值又具有民主政治的意义 ,因而具有充分的价值合理性。但由于我国现有的经济体制环境、社会结构特点、传统的政治文化传统和习惯、现有的利益格局等因素的影响和制约而面临着重重障碍。但我们只要科学认识政府和社会的关系 ,树立有限行政和有效行政的理念 ,合理界定政府职能 ,规范政府行为 ,建设一个强健的公民社会 。Govemnent power aceulturufion conduct and actions the adiministrafion reform a basic incline to the value that class have science to manage meaning of having to have the democracy, then if have the sufficient and worth a rationality. But because of the current and economic system environment, Social Construction CharacteriZes that our country, tradition of Political cul ture, current benefits structural etc. the factors influence invite with system facing the layer after layer obstacle. But we only cong nite government with the society' s relation. Set up the wired administration and principle of administration validity, development of define society, can Certainly realizes government power of acculturation.
