风景名胜资源保护和利用的若干问题

摘　　要：从分析我国风景名胜区面临的形势、总结各地的经验和旅游业发展的特点入手,说明当前我国旅游业的快速发展,具有不可避免的规律性和多种功能性,以及对景区资源的两重性,进而概括出当前较普遍存在的长官意志、崇洋媚外、一哄而上、急功近利、盲目错位和杀鸡取卵、竭泽而渔等6种错误开发方式。虽然这些问题属于发展过程中的问题,但由于风景名胜资源的脆弱性与不可再生性等特点,决定了我们必须高度重视这些由领导干部错误指导思想所导致的恶性开发方式,认真按照国务院出台的《关于加强城乡规划监督管理的通知》的精神切实加以解决。正是基于这样的认识,文章运用经济学和城市规划学的一些基本原理,就贯彻落实《通知》精神,在持续高涨的旅游业发展和城镇化浪潮中,保护和利用好风景名胜资源,提出了加强管理和调控的10个方面的重点,以确保我国旅游业的健康、快速、可持续地发展。This paper is mainly focused on the issues of development and present situation of scenic areas, which include the following problems: inevitability, diversity, duality and the inappropriate exploiting ways such as bureaucracy, and the blind eyes in the experience from foreign countries, in the developing speed, in the prospective result, and wrong location, wrong methods. Though these problems occurred in the developing process, as considering the scenic resources' characteristics of fragility and non-regeneration, attention should be paid to vicious exploiting ways caused by seniors' inappropriate guide line, and solve them by complying with 'a notice to implement the State Council's Minute regarding planning supervision'. On the basis of these recognitions above, according to the basic theories of economics and city planning, this paper carries out the notice's purpose in which scenic resources are protected and taken use of properly in the overwhelming developing tourism and urbanism, and puts forward ten main subjects that strengthen management and control to assure the health, high-speed and sustainability in tourism.
