摘　　要：中俄林业合作应从中俄两国的共同利益出发,坚持互利互惠原则,以国内外市场为导向,依托林业资源开发和技术合作,实现生产要素的跨国优化组合,使黑龙江省与俄罗斯邻近地区的林业优势产业和特色经济得以迅速形成和发展,通过投资、技术、劳务和贸易的多边、多层次合作,提高黑龙江省与俄罗斯邻近地区的林业合作水平。The Sino-Russian forest cooperation is not only favourable to an increase in the Sino-Russian trade volumes by a big margin, but to an upgrade of the two countries'economic relations. Currently, we should proceed from the mutual interests of the two countries, face towards internal and external markets, rely on forest resource exploitation and technical cooperation to realize a transnational optimum composition of the factors of production and make it possible for dominant forest industries and characteristic economies to take form in the areas of Heilongjiang province close to Russia. By means of investments, technical cooperation, labor services and trade, the quality of forest industries and ecological environment in the areas mentioned above, the living conditions of the inhabitants of forest regions both in China and Russia would be improved, thereby promoting a sustainable development in economy and mutual prosperity on both sides.
