城市摊贩经营活动安全风险防控体系研究

摘　　要：随着社会的发展和城市化进程的加快,日趋增多的城市摊贩经营活动给居民日常生活提供了便利。摊贩经营活动产生的各种安全事故频发,成为公共安全领域的重大隐患。现有的安全风险防控体系面临摊贩经营主体安全风险防控意识不足、防控检测设施利用率低、预警信息传送渠道受阻等困境,应采取不断优化空间规划、创新数字赋能、加强智慧管理、拓宽信息传递渠道等措施形成管控合力,促进城市摊贩安全风险防控体系立体化建设,从而实现城市摊贩经营活动的科学预防和有效处置,维护社会和谐稳定。With the development of society and the acceleration of urbanization,more and more urban stallholder business activities provide convenience for residents’daily life.However,various safety accidents caused by urban stallholder business activities occur frequently,which has become a major hidden danger of public safety.The existing security risk prevention and control system is faced with difficulties such as insufficient awareness of security risk prevention and control of vendors,low utilization rate of prevention and control testing facilities,and blocked transmission channels of early warning information.By adopting optimization strategies such as continuously optimizing spatial planning,innovating digital empowerment,strengthening intelligent management,and broadening information transmission channels,we can form a joint control force,promote the three-dimensional construction of urban stallholder safety risk prevention and control system,so as to achieve scientific prevention and effective disposal of urban stallholder business activities,and maintain social harmony and stability.
