财政支持政策促进农业信贷担保发展了吗?

摘　　要：采用双重差分模型评估了2016-2022年各省财政支持政策实施对农业信贷担保发展的影响。研究发现,财政支持政策显著促进了农业信贷担保发展,一系列检验证明估计结果是稳健的,且财政支持政策在东部地区、采用办事处形式设立农业信贷担保分支机构的地区、非产粮大省和农业占比低的地区政策效应更加明显。同时,市场环境和农村金融发展是财政支持政策促进农业信贷担保发展的有效条件,农业信贷担保发展有利于农民增收进而缩小城乡收入差距。研究表明,应继续高效推进财政支持农业信贷担保政策实施,为乡村全面振兴引入更多金融活水,助力实现共同富裕。A double difference model is used to assess the impact of the implementation of fiscal support policies on the development of agricultural credit guarantees in each province from 2016 to 2022.It is found that the financial support policy significantly promotes the development of agricultural credit guarantee,and a series of tests prove that the estimation results are robust,and the policy effect of the financial support policy is more obvious in the eastern region,the region that adopts the form of office to set up agricultural credit guarantee branches,the non-food-producing provinces and the region with a low proportion of agriculture.Meanwhile,the market environment and rural financial development are effective conditions for the financial support policy to promote the development of agricultural credit guarantee which is conducive to the increase of farmers'income and the reduction of the urban-rural income gap.The study shows that the implementation of financial support policy for agricultural credit guarantee should continue to be efficiently promoted to introduce more financial water for the comprehensive revitalization of the countryside and help realize common prosperity.
