摘　　要：新型城镇化建设是当前全面贯彻落实高质量发展首要任务和新发展理念的重要抓手和载体,也是带动实现乡村振兴的必要途径。本文通过分析新型城镇化内涵,厘清其测度与实现路径,结合高质量发展与新发展理念的精神实质和内在要求,提出以新型基础设施建设投资为支撑,以环境承载力为“红绿灯”,以综合绩效为“指挥棒”的新型城镇化建设路径。在构建生态与绩效融合的新型城镇化建设模型基础上,以具有典型意义的鲁南城镇发展带为例,对发展不充分的连片区实现新型城镇化的优势劣势进行实证分析。提出在坚守生态红线前提下,尊重市场效率,以新质生产力提升综合绩效,对区域城镇化建设动态调整、持续优化,从而实现创新、协调、绿色、开放、共享的新型城镇化。The construction of new urbanization stands as a pivotal lever and carrier for the comprehensive implementation of the primary task of high-quality development and the new development concepts.It also represents a vital pathway to achieving rural revitalization.By analyzing the connotation of new urbanization,clarifying its measurement and realization path,and integrating the essence and intrinsic requirements of highquality development and new development concepts,this paper proposes a practical path for new urbanization.This path is supported by investment in new infrastructure construction,guided by the carrying capacity of the environment serving as a‘traffic light’,and steered by comprehensive performance acting as a‘baton’.Based on the model of new urbanization construction that integrates ecology and performance,this paper conducts an empirical analysis of the advantages and disadvantages of achieving new urbanization in underdeveloped contiguous areas,using the typical and significant example of the urban development belt in Southern Shandong.It is proposed that,while adhering to the ecological red line,we should respect market efficiency,enhance comprehensive performance with new-quality productivity,dynamically adjust and continuously optimize regional urbanization construction.Through these efforts,this paper aims to realize innovative,coordinated,green,open,and shared new urbanization.
