乡村就业岗位与国土空间协调发展时空格局研究——以浙江省为例

摘　　要：乡村就业岗位和国土空间协调发展对乡村振兴和乡村国土空间规划有重要影响。本文以耦合协调模型为主研究浙江省2010、2015、2020年乡村就业岗位与国土空间协调发展时空格局。结果表明浙江乡村就业岗位与国土空间协调发展呈现以下特征:1)时间上相对稳定,以中高度协调、同步发展为主;空间上分异明显,协调度高值主要分布在杭州湾北岸和沿海地区。2)呈现就业分析层次局部分异、空间要素显著分异、驱动向量显著分异、高耦合性、与综合发展指数强相关五大特点。3)类型格局2010、2015年较相似,2020年变得更加均衡。4)关键障碍因子包括乡村一产就业人员占比、机关团体企事业单位负责人占比、水域面积、市控断面水质等。建议加强优化乡村就业岗位与国土空间协调发展时空格局,将乡村就业岗位及其与国土空间的协调度提升作为全面乡村振兴的抓手和乡村国土空间规划的重要内容及目标。The coordinated development pattern between rural employment positions and territorial space holds significant implications for rural revitalization and rural territorial spatial planning.Employing the coupling coordination model,this study examines the spatial-temporal evolution of the coordinated development between rural employment positions and territorial space in Zhejiang Province,China,across the years 2010,2015,and 2020.The findings reveal the following characteristics:1)The basic features of coordinated development are predominantly mediumto-high coordination and synchronous development,exhibiting relative stability over time.Spatially,there is notable differentiation,with high coordination values concentrated along the northern shore and coastal areas of Hangzhou Bay.2)The coordinated development pattern demonstrates five key attributes:partial differentiation in employment analysis levels,significant differentiation in spatial factors and driving vectors,high coupling,and a strong correlation with the comprehensive development index.3)The type pattern was comparable in 2010 and 2015 but became more balanced in 2020.4)Key obstacle factors include the proportion of employment in rural primary industries,the proportion of leaders in government agencies,organizations,enterprises,and institutions,water area,and water quality at municipal control sections.It is recommended to strengthen and optimize the spatial and temporal pattern of coordination,recognizing the enhancement of rural employment positions and their coordination with territorial space as a pivotal aspect of comprehensive rural revitalization and an essential component and objective of rural territorial spatial planning.
