“双碳”目标下农村数字经济助力农业碳减排的法治保障研究

摘　　要：发展农村数字经济可以有效助力农业碳减排,推动实现碳达峰、碳中和目标。农村数字经济助力农业碳减排的作用机制包括实现农业数字化、加强农村数字设施建设和实现农业数字化的科技创新供给。农村数字经济助力农业碳减排蕴含的法理包括公平价值、效率价值、人与自然生命共同体理念等。我国应加强农村数字经济相关立法,推动农村数字经济助力农业碳减排立法,促进农村数字经济助力农业碳减排的宣传教育立法。国家公权力机关、社会组织以及公民个人应当充分参与农村数字经济助力农业碳减排工作。The development of the rural digital economy can effectively help agricultural carbon emission reduction,promote the realization of carbon peak and carbon neutrality goals.The mechanism of rural digital economy to help agricultural carbon reduction includes:realizing agricultural digitization;strengthen the construction of rural digital facilities;scientific and technological innovation supply of agricultural digitization.The legal principles of rural digital economy to help agricultural carbon emission reduction include fair value,efficiency value,and the concept of human and natural life community.China should strengthen the legislation related to the rural digital economy,the rural digital economy to promote agricultural carbon emission reduction legislation,and the rural digital economy to promote agricultural carbon emission reduction publicity and education legislation.State public authorities,social organizations,and individual citizens should fully participate in the rural digital economy to help agricultural carbon reduction work.
