提升油田服务企业安全环保效能的管理探索

摘　　要：随着经济的不断发展,石油、天然气的使用量不断增加,国内各大油田勘探开发力度普遍加大,随之油田服务(以下简称“油服”)企业数量、质量均不断增加,安全环保风险也随之转移。油服企业具有业务类型多、覆盖区域广、专业跨度大、时效要求高等特点,逐步成为油田内安全环保管理的关键环节。分析了新形势下油服企业安全环保管理过程中存在的突出问题,并从制度、职责、意识、培训等方面提出了建设性的解决措施,为油服企业安全环保管理工作提供可靠的理论指导与经验,为科学推进油田安全、绿色发展打下良好基础,实现油田可持续发展新的要求。As the economy continues to grow,the demand for oil and natural gas has been steadily increasing.Domestic oilfields have intensified their exploration and development efforts,leading to a significant rise in both the quantity and quality of oilfield service(hereinafter referred to as OFS)companies.Consequently,safety and environmental protection risks have also shifted.These OFS companies are characterized by diverse business types,wide regional coverage,large professional spans,and high timeliness requirements,gradually becoming key links in the safety and environmental management within oilfields.The prominent issues in the safety and environmental management processes of OFS companies under the new circumstances were analyzed.Constructive solutions from aspects such as systems,responsibilities,awareness,and training were proposed,which provided reliable theoretical guidance and practical experience for the safety and environmental management of OFS companies,laid a solid foundation for the scientific advancement of safe and green development in oilfields,and met the new requirements for sustainable development in oilfields.
