农机购置补贴政策对西藏农业全要素生产率的影响

摘　　要：随着农业现代化的不断推进,我国政府对农机购置补贴政策给予了高度重视,旨在通过提高农业机械化水平来促进农业生产效率的提升。以西藏2009—2021年的数据为基础,采用DEA-Malmquist指数法对西藏的农业全要素生产率进行测算,然后运用Tobit模型评估农机购置补贴政策对农业全要素生产效率的影响。结果表明:农机购置补贴政策显著提升了西藏的农业全要素生产率,其中技术进步是推动西藏农业全要素生产率持续增长的主要驱动力;农林牧渔从业人员越多,西藏农业全要素生产效率越低;随着西藏农业经济比重增加,农业全要素生产效率也会提升。这些发现不仅证实了农机购置补贴政策在提升农业生产效率方面的有效性,也为进一步优化和完善相关政策提供了科学依据。With the continuous advancement of agricultural modernization,the Chinese government has placed great emphasis on the agricultural machinery purchase subsidy policy,aiming to enhance agricultural productivity by increasing the level of mechanization.Based on data from Xizang during 2009-2021,utilizes the DEA-Malmquist index method to measure agricultural total factor productivity(TFP)of Xizang and employs the Tobit model to assess the impact of the agricultural machinery purchase subsidy policy on TFP.The results showed that:The agricultural machinery purchase subsidy policy significantly increased Xizang’s agricultural TFP,with technological progress being the primary driving force behind the continuous growth of TFP;the greater the number of employees in agriculture,forestry,animal husbandry,and fishery,the lower the agricultural TFP in Xizang.As the proportion of Xizang’s agricultural economy increases,agricultural TFP also improves.These findings not only confirm the effectiveness of the subsidy policy in enhancing agricultural productivity but also provide scientific evidence for further optimization and improvement of relevant policies.
